Strange problem with mobile network in D858HK

hello friends i have a strange problem with mobile network
i can not use the explorers or ADM actually these programs can not use the mobile network but Telegram & Instagram & WhatsApp can use the mobile network
just these 3 app can use the mobile network even the stock explorer can not use the mobile network
please help
