Rooted S6: CPU apps won't let me underclock my phone?



Carrier: T-Mobile
Baseband: G920TUVU3DOI1 (latest update)

I used the S6_UniKernel_v8-0002-ODIN.tar file to root it, using Odin. Root was successful.

In SetCPU if I set the clock to Max: 400, Min: 400......it automatically switches to Max: 1500, Min: 400. The max speed that I set switches to the CPUs max speed.

In 3C CPU Manager (which lets you set both CPUs): If I throttle the max speeds, the max speeds automatically jump.

So I can't underclock. I spend a lot of time outdoors, and put myself in a relative amount of danger, so wanted to underclock the phone to give me extra battery life and ensure I have access to GPS and calling. I can overclock just fine, but it's not letting me throttle the max CPU speed. Is there anything I can do to fix that?
